Are residents of Oulu typically multilingual? What languages are most common? Here's what one local expert had to say about language in Oulu, North Ostrobothnia.

The most important thing a prospective resident must consider before moving to Oulu is that a knowledge of the local language (Finnish) is required, at least at a basic level. One may be able to get by with English in formal situations and when dealing with local authorities, but for social life and normal living, Finnish is essential. In addition to the language requirement, an open-mindedness to Finnish culture is of paramount importance.
