Besides Boston, Haverhill is the only city in Massachusetts that has ever annexed a surrounding town. Haverhill annexed Bradford in the late 1800s. However, Bradford is still used in common parlance and mail to Bradford may be addressed either to Haverhill or to Bradford. Haverhill has a wide range of income levels, and in some cases there are major differences in quality of life between neighborhoods in close proximity. Living expenses in Haverhill are moderately high, due to the ability of residents to commute to high-paying jobs in Boston. However, the public education system and crime rate dissuade many affluent families from moving to Haverhill, so housing prices are not nearly as high as those in nearby communities such as Andover, Boxford, North Andover, and West Newbury.
